The REAL ID as you may or may not know was the failed law that snuck through congress in May of 2005 that would require all Americans to Carry a standardized FEDERAL ID card with an embedded trackable chip. NOW I need you to contact your senate committee on Homeland Security and Governmental Affairs IMMEDIATELY to STOP THE PASS ACT S.1261 Special interests groups are trying to force Democrats, Independents and Republicans to support this legislation. States have been and are working to ensure drivers licenses are secure documents and have document integrity. The federal government, in spite of the states, wants to set international standards that are not needed. The federal government wants control of your state drivers license. The federal government is bribing states to go along with its plans. We spoke with Mark Lerner about the emerging PASS Act a few weeks ago. Our freedom and our rights are not for sale! Some governors want to take the bribe money. The senate committee on Homeland Security and Governmental Affairs will be considering the legislation very soon. The PASS Act does not repeal the Real ID Act. It does repeal provisions of the Real ID Act; those provisions that are included in Title II of the Real ID Act 2005. The Real ID Act is still intact and is federal law. The PASS Act contains many of the most egregious aspects of the Real ID Act; including the requirement for a digital facial image/photograph that will be mandated to be internationally facial recognition compatible. There is not a federal law that prohibits the simultaneous use of CCTV/surveillance cameras and facial recognition technology in real time. The PASS Act will do nothing to provide a higher level of National security. Under the provisions of the PASS Act the documents used to obtain a drivers license are not authenticated. These documents are called breeder documents. Although requirements for new databases and the linking of databases are not part of the PASS Act the fact remains through aamva.net and NLETS states can still have information contained in their state Department of Motor Vehicles made available to both federal and international law enforcement agencies without a court order. Two international agencies (AAMVA and the ICAO, an agency of the United Nations) were involved in U.S. policy and law the Real ID Act 2005 and the newly proposed PASS Act. DHS has called AAMVA the hub and backbone of the Real ID Act. On AAMVAs own web-site it proclaims it is an international organization that serves law enforcement and motor vehicle administrators. Both the Real ID Act and the PASS Act result in Americans being enrolled into a single global biometric identification system that links a persons body to their ability to buy and sell. U.S. Customs and Border Protection Office, Attn: International Trade Regulations and Rulings, Mint Annex, 799 9th Street, N.W. Washington, D.C. 20229// Attn: Intellectual Property and Restricted Merchandise Branch// Commissioner Ahern, I have become aware that CBP is revoking earlier rulings that assisted opening knives (that require manual manipulation to deploy!) are NOT switchblades. Since many courts and legislative bodies rely upon these CBP knife definitions, this revised ruling will have broad and unintended consequences. Your re-definition of these folding knives will create foolish bureaucracy and regulation, criminalize millions of good people, create more economic hardship by destroying the knife and tool industry (and the military/LE access to these items as well), and in the end will only lessen public safety. • Knives are already highly regulated with current laws, both on national and local levels. Millions of good people across the country use folding knives for duty, utility tasks, outdoors activities, emergency services, rescue operations, and for legal defensive purposes. This CBP interpretation burdens law enforcement and will instantly criminalize about 40 million good people. It is very unlikely anyone would dispose of any knives and it will create unnecessary enmity between citizenry and government. • The economy is failing. And yet your ruling will make it worse. The outlawing of assisted opening AND most other folding knives with this ruling will destroy a thriving industry that employs thousands upon thousands of people. This is an industry that only needs to be left alone to succeed. And for years, succeed they have despite tremendous economic challenges. It is also this knife and tool industry that supplies these items to our armed forces and law enforcement officers. The CBP ruling will crush it and lead us further towards a full-on economic Depression. The military and police will have nowhere to turn for their knives then. Is this what you want? • A knife is a viable and legal defensive tool, often carried by reasonable and good people. This CBP revocation is a capricious assault of these defensive and utility tools legally used by millions of Americans. Like a firearm, these tools should enjoy the same Constitutional protections (arms) and the bad guys will always have such items and they always have. It is only the law abiding citizen that will be felonized by this assault on knife possession. Again, is this what you want and is this good law? • With this re-definition, most folding knives will be interpreted as illegal despite the smokescreen of disinformation your office seems to be dispensing over this issue. This re-definition of switchblades is far reaching and carries the aforementioned political and societal liabilities. It will do nothing to increase public safety. At the very least, this matter should be open to public commentary for 120 days. Please extend this feedback period and open up the option for emailed responses. More to the point, I feel this issue will be a political liability for your office and I urge you to ABANDON this ruling immediately. For the record then, I FULLY oppose your offices actions re-classifying these knives as switchblades. At this point, one-hand opening and assisted opening knives are 80% of U.S. knife sales (per AKTI industry sources). For most knife companies, they represent all or the majority of their product lines. These are the knives Americans take with them to work and to play everyday.

Tier I exercises (formerly known as the Top Officials exercise series or TOPOFF) are conducted annually in accordance with the National Exercise Program (NEP), which serves as the nation's overarching exercise program for planning, organizing, conducting and evaluating national level exercises. The NEP was established to provide the U.S. government, at all levels, exercise opportunities to prepare for catastrophic crises ranging from terrorism to natural disasters. NLE 09 is a White House directed, Congressionally- mandated exercise that includes the participation of all appropriate federal department and agency senior officials, their deputies, staff and key operational elements. In addition, broad regional participation of state, tribal, local, and private sector is anticipated. This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09. EXERCISE FOCUS NLE 09 will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants. The NLE 09 scenario will begin in the aftermath of a notional terrorist event outside of the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure. NLE 09 will allow terrorism prevention efforts to proceed to a logical end (successful or not), with no requirement for response or recovery activities. NLE 09 will be an operations-based exercise to include: activities taking place at command posts, emergency operation centers, intelligence centers and potential field locations to include federal headquarters facilities in the Washington D.C. area, and in federal, regional, state, tribal, local and private sector facilities in FEMA Region VI, which includes the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas. EXERCISE OBJECTIVES Through a comprehensive evaluation process, the exercise will assess prevention and protection capabilities both nationally and regionally. Although NLE 09 is still in the planning stages, the exercise is currently designed to validate the following capabilities: Intelligence/Information Sharing and Dissemination Counter-Terrorism Investigation and Law Enforcement Air, Border and Maritime Security Critical Infrastructure Protection Public and Private Sector Alert/Notification and Security Advisories International Coordination VALIDATING THE HOMELAND SECURITY SYSTEM Exercises such as NLE 09 are an important component of national preparedness, helping to build an integrated federal, state, tribal, local and private sector capability to prevent terrorist attacks, and rapidly and effectively respond to, and recover from, any terrorist attack or major disaster that occurs. The full-scale exercise offers agencies and jurisdictions a way to test their plans and skills in a real-time, realistic environment and to gain the in-depth knowledge that only experience can provide. Participants will exercise prevention and information sharing functions that are critical to preventing terrorist attacks. Lessons learned from the exercise will provide valuable insights to guide future planning for securing the nation against terrorist attacks, disasters, and other emergencies. I have found PROOF of LIES from the CDC!(Center for Disease Creation) #1 The strain of Influenza that is covering the globe is Sub-Virus type A H1N1, http://www.pbs.org/video/video/1107838628 Which on PBS last night the CDC Vice-president says that it is controlled by TAMIFLU and they have PLENTY of Flu Vaccines.....BUT!
