  You are having what is called "When it rains it pours..." and I feel for both you and your family as you continue to go through all these trials and insults to you and your family. However, Mark, in the long run it will all work out, and make you stronger...I do feel I can say that as I have had my share of trials and tribulations along life's journey.
  
  The incident you described with the LA cop needs and should be reported. Did you get his unit number? Badge number? If not, then you can still file complaint as they keep records on all stops via radio records. I do know a tad about how to go about this with past experience as you know dealing with council mess.
